Arunachal Pradesh:
Also known as the ‘Orchid State of India’ or the Paradise of the Botanists, Arunachal Pradesh is the largest among the North-east Indian states. It borders the states of Assam and Nagaland to the south, and shares international borders with Bhutan in the west, Myanmar in the east and the People's Republic of China in the north. Itanagar is the capital of the state. In Arunachal Pradesh, 34.67 percent of the population is BPL, as per the latest estimates. Altogether 38.93 per cent of its rural population and 20.33 percent of its urban population have been classified as BPL.

Bihar:
Bihar is one of the poorest states of the country and also ranks among the slowest growing regions of the country. The slow growth of the state along with the demographic pressure has led to its economic retrogression. Bihar’s per capita income, which was approximately 60 percent of the Indian average during the 1960s, declined to approximately 40 per cent in 1993-94, and further to about 30 percent during 2003-04. In respect of other social and human development indicators too, the state’s performance has been poor.
